An active ambulatory/primary care program provides outpatient services to veterans throughout South Texas, through a system of satellite outpatient clinics located in Corpus Christi ,  Laredo, McAllen, Frank M Tejeda (San Antonio), Victoria, The South Texas VA Health Care Center at Harlingen and the new joint venture between the Department of Veterans Affairs and the Department of Defense (DoD), North Central Federal Clinic. STVHCS also operates numerous Community Based Outpatient Clinics (CBOCs) in San Antonio and throughout South Texas.

The Frank M. Tejeda VA Outpatient Clinic, San Antonio, is the Clinic of Jurisdiction for the Fee Basis Program and is responsible for executing the Compensation and Pension (C&P) Exam Program; additionally, it houses a division office of the VA's Houston Regional Office.
